Create escaped convict alert program

This bill establishes a new Escaped Convict Alert Program designed to help law enforcement locate individuals who have fled from jails or correctional facilities after being charged with or convicted of felonies. Under the program, police agencies can trigger alerts for local radio and television stations to broadcast information about the escapee to the surrounding area. The legislation also includes a liability protection clause, shielding media outlets and their staff from lawsuits if their broadcasts or failure to broadcast cause any damage. Additionally, the bill clarifies that this state program does not override existing local alert systems and does not authorize the use of the federal emergency alert system unless federal law permits it.
