Regards libraries displaying matter harmful to juveniles

This bill requires public library boards to create policies preventing minors from accessing materials deemed harmful to juveniles without parental consent and mandates that these items be concealed from general public view. Libraries can comply by placing such materials behind racks, wrapping them, or storing them behind circulation counters so that the harmful portions are not openly visible. If a resident files a complaint alleging a library is not following these rules, the state library board will investigate and, if non-compliance is confirmed, instruct the county treasurer to withhold the library's funding. The withheld funds would then be redistributed among other local entities, such as other library boards and municipal corporations, until the library demonstrates compliance.
