AN ACT to create and enact a new chapter to title 54 of the North Dakota Century Code, relating to a state alert notice system; and to repeal sections 39-03-13.2 and 54-12-32 of the North Dakota Century Code, relating to the state's silver and blue alert notice systems.

Added clear definitions for Amber alert notice (child abduction), Blue alert notice (threats to law enforcement), and Silver alert notice (missing endangered individuals including disabled adults, elderly vulnerable adults, and those with developmental disabilities).
Modified activation requirements to specify that Amber alerts require the child to be 17 or younger and confirmed in grave danger, while Blue alerts require the suspect to have fled the scene with available descriptions and pose a threat to public safety.
