AN ACT to amend and reenact section 25-01-01 of the North Dakota Century Code, relating to the definition of a mental health professional.

Added four new tiers of mental health professionals: Tier 1 (psychiatrists, psychologists, physicians, physician assistants, advanced practice nurses), Tier 2 (social workers, counselors, marriage and family therapists, addiction counselors, registered nurses), Tier 3 (associate counselors, master/baccalaureate social workers, occupational therapists, behavior analysts, vocational counselors, school psychologists, human relations counselors), and Tier 4 (direct care associates, technicians, certified peer support specialists).

Modified the definition of 'Tier 1 mental health professional' to explicitly include both Tier 1a (psychiatrists and psychologists) and Tier 1b (physicians, physician assistants, and advanced practice registered nurses) categories.

Added new definitions for 'Tier 2', 'Tier 3', and 'Tier 4' mental health professionals to establish clear qualification standards for different levels of mental health service providers.

Changed document formatting from old-style bill numbering to modern legislative format with committee information, vote counts, and governor signature lines.
