AN ACT to amend and reenact subsection 2 of section 53-06.1-03 of the North Dakota Century Code, relating to securing approval for a gaming site authorization.

Added a requirement that eligible organizations must first secure approval from the governing body of the city or county where the gaming site is located before applying for a state license.

Added specific restrictions on what local governing bodies can require, including prohibitions on mandatory donations of net proceeds, denial based on lack of prior gaming activity, or requiring leases with specific organizations.

Modified the licensing process to allow organizations conducting raffles or calcuttas in multiple locations to apply for a consolidated license with a single fee payment per location.

Added authority for governing bodies to charge a one hundred dollar fee for site authorization.

Added authority for the attorney general to deny or renew licenses if the organization or site is not in compliance with applicable laws and rules.
