AN ACT to create and enact two new sections to chapter 54-44.4 of the North Dakota Century Code, relating to purchases by state officials and employees and multiple award vendor pool contracts; and to amend and reenact subsection 6 of section 44-04-18.4, sections 54-44.4-01, 54-44.4-02, 54-44.4-05, subsection 1 of section 54-44.4-07, subsection 1 of section 54-44.4-09, sections 54-44.4-09.1, 54-44.4-12, 54-44.4-13, and 54-44.4-14 of the North Dakota Century Code, relating to state purchasing practices.

Changed the bill's purpose from creating provisions for prison industries purchases to establishing multiple award vendor pool contracts for state purchasing.

Added new definitions for 'purchasing agency' (governmental entities in the executive branch authorized to enter purchasing contracts) and 'services' (labor, time, or effort by a contractor not involving a specific end product).

Added new exemptions to competitive procurement requirements, including manufacturer maintenance services and emergency purchases that involve public health, safety, or property protection.

Modified record exemption provisions to clarify when bid and proposal records are exempt from public disclosure.

Removed provisions allowing purchases from prison industries and related sales to inmates and wholesale/retail outlets.
