Money from the reduced cigarette ignition propensity fund will be transferred to the insurance regulatory trust fund on August 1, 2025, consolidating funds under the insurance department's control.
A new special fund called the Reduced Cigarette Ignition Propensity and Firefighter Protection Act enforcement fund was created to collect certification fees from manufacturers for testing and oversight purposes.
Section 18-13-08, which established the fire prevention and public safety fund, was repealed and will no longer exist as a separate fund.
Cigarette certification requirements were updated to include more detailed product information such as package description, filter type, and laboratory contact information, with fees now going to the insurance regulatory trust fund instead of the old fund.
The enforcement fund established in Section 18-13-03 is now specifically designated to support the state fire marshal's processing, testing, enforcement, and oversight activities under the reduced cigarette ignition propensity chapter.
