AN ACT to provide an appropriation for defraying the expenses of the various divisions under the supervision of the director of the office of management and budget; to create and enact a new section to chapter 54-44 of the North Dakota Century Code, relating to a state facility maintenance fund; to amend and reenact subsection 1 of section 10-30.5-02 of the North Dakota Century Code and section 9 of House Bill No. 1012, as approved by the sixty-ninth Legislative Assembly, relating to the North Dakota development fund and infant and toddler care provider support payments; to repeal section 11-38-08 of the North Dakota Century Code, relating to county achievement days; to provide for a transfer; to authorize a line of credit; to provide an exemption; to provide for a report; and to declare an emergency.

Salaries and wages appropriation increased from $23,510,218 to $26,284,957 with a $2,774,739 enhancement, while the New and vacant FTE pool was reduced from $98,200,000 to $1,202,962 with a $96,997,038 adjustment.

Operating expenses increased from $18,217,793 to $25,091,874 with a $6,874,081 enhancement, while the Emergency commission contingency fund was reduced to $0 with a $750,000 adjustment.

Total general fund appropriation decreased from $80,879,240 to $44,849,951 due to significant reductions in the New and vacant FTE pool and other adjustments, though total all funds remained at $152,636,366 before adjustments.

New Section 2 requires the Office of Management and Budget to report one-time funding items to the Seventieth Legislative Assembly, including specific line items like procurement automation, recruiting management system, and various capital improvements.

New Section 3 limits the use of the new and vacant FTE pool, allowing funds to be transferred only to the salaries and wages line item rather than being spent directly.
