AN ACT to provide an appropriation for defraying the expenses of the agriculture commissioner; to amend and reenact section 4.1-01-02 of the North Dakota Century Code, relating to the salary of the agriculture commissioner; to provide for a transfer; to provide for a report; to provide an exemption; and to declare an emergency.

Added a new 'New and vacant FTE pool' line item with $587,646 in enhancements to support staffing flexibility.

Increased total appropriations from $41.9 million to $53.2 million, with significant enhancements to grants, agricultural products utilization, and trade office funding.

Increased environment and rangeland protection fund allocation from $7.4 million to $7.8 million.

Updated abandoned oil and gas well plugging fund allocation, shifting $300,000 to post-production royalty oversight program from the previous $500,000.

Increased game and fish fund allocation from $648,228 to $671,918.

Added Section 3 limiting how funds from the new and vacant FTE pool can be used, requiring transfer requests to the office of management and budget.
