AN ACT to provide an appropriation for defraying the expenses of the office of the secretary of state; to amend and reenact sections 46-03-11, 46-04-01, 46-04-03, 46-04-04, 46-04-10, 46-04-14, 46-04-18, 46-04-19, and 54-09-05 of the North Dakota Century Code, relating to public printing and the salary of the secretary of state; to provide for a transfer; and to provide an exemption.

Secretary of State salary and wages funding increased from $6,366,407 to $6,953,515, with $587,108 in enhancements.

Operating expenses for Secretary of State increased from $4,984,331 to $7,155,382, with $2,171,051 in enhancements.

Election reform funding increased from $4,830,808 to $9,227,814, with $4,397,006 in enhancements.

Added Section 5 allowing up to $600,000 transfer from general fund to election fund to match federal funds received by the state.

Public printing funding reduced to $0 from $271,335, with the amount reallocated to other line items.

Added Section 2 requiring the Secretary of State to report one-time funding items (election pollpads, IT enhancements, grants) to the Seventieth Legislative Assembly.

Added Section 3 limiting spending from the new and vacant FTE pool and requiring transfer requests to the office of management and budget.

Bill renumbered from 25.0146.01000 to 25.0146.02000 and changed from 'Introduced' to 'First Engrossment' status.
