Relating to reporting requirements for carryover projects and bonding authority of the western area water supply; to amend and reenact section 61‑02‑79 of the North Dakota Century Code, relating to the authorization of a Bank of North Dakota line of credit; to provide for an exemption; to provide for legislative management studies; to provide for a report to legislative management; to provide statements of legislative intent; to provide for a pilot project; to provide for an application; and to declare an emergency.
