Removed the original short title 'Clarify Insurance Fee Referral Cap' and replaced it with 'Political Terrorism Prevention Act'.
Removed the original Section 1 that clarified G.S. 58-33-82(f) regarding the $50 cap on referral fees to unlicensed insurance individuals.
Added a new definition in G.S. 15A-101 for 'Politically Motivated Act of Violence' covering acts targeting individuals based on political beliefs, viewpoints, affiliations, or participation in lawful political demonstrations.
Added new Section 1 in G.S. 15A-1340.16(d) establishing 'Politically Motivated Act of Violence' as an aggravating factor that does not limit other aggravating factors from being alleged.
Added new Section 3 creating G.S. 15A-1340.16H which mandates felony sentences be increased by one class and makes offenders ineligible for parole, early release, or sentencing reductions if the offense was politically motivated.
Added new Section 4 modifying G.S. 15A-2000(e)(13) to include political motivation as an aggravating circumstance for capital felonies when committed to silence, intimidate, or retaliate against political expression.
Added new Section 5 modifying G.S. 15A-2004(b) to require death penalty notice to include allegations of political motivation when applicable.
Changed the bill version number from Edition 2 to Edition 3 and added a House Committee Substitute favorable date of 9/23/25.
