The Vehicle Registration Convenience Act.
What changed between versions
Revised the annual renewal provision to clarify that the election month applies only when a non-calendar-year plate is issued, and changed 'registration' to 'initial period of registration' for consistency.
Replaced detailed issuance fee rules with a simplified proration formula that calculates fees based on full months between issuance and expiration, rounded to the nearest dollar.
Added a new provision allowing the Division to accept and grant renewal applications at any time before the registration expires.
Updated the tax proration language to explicitly address scenarios where owners elect an initial registration period shorter than one year under G.S. 20-66(a).
Changed the effective date language from applying to 'registrations issued or renewed' to applying to 'applications for vehicle registrations' on or after January 1, 2026.
Removed detailed issuance fee calculations and related subsections that were deemed redundant or overly complex.
