This bill exempts North Carolina political party groups from reporting the purchase price of goods and services as campaign contributions. It allows these groups to sell items like merchandise without listing buyer names or treating the sales revenue as donations, provided the sales follow an approved plan. To qualify, the group must charge near-market prices, limit total sales to $20,000 per election cycle, and ensure no single buyer spends more than $50. While the sales price itself is not reported as a contribution, the money raised must still be tracked as expenditures, and any in-kind donations received for the goods must be reported separately.
