This bill temporarily allows out-of-state licensed health care professionals (like doctors, nurses, physical therapists, and EMTs) to provide services at the 2026 Ironman Lake Placid event without needing New York state licenses. It applies only to those in good standing in their home state and appointed by the World Triathlon Corporation to serve athletes and teams during the event window (July 15-20, 2026). The exemption covers specific medical services provided at the event location but expires on July 22, 2026. This policy change directly affects event medical staff and athletes participating in the Ironman Lake Placid 2026 race.

Requires that all sexual offense evidence shall be kept in a locked, separate and secure area for twenty years from the date of collection or until the victim's fortieth birthday, whichever is later; makes other sexual offense evidence collection kit procedures.

Authorizes the commissioner of the office of mental health, and the office of addiction services and support to jointly establish a single set of licensing standards and requirements for the construction, operation, reporting and surveillance of integrated behavioral health services.

Authorizes the use of body imaging scanning equipment in certain facilities for youth and adolescent offenders placed with or committed to the office of children and family services.

Sets minimum staffing standards for employees performing emergency medical services in the 911 system in a city with a population of over one million people.
