Enacts certain provisions for the assignment from a decedent's estate to a transferee for value in exchange for cash or other consideration; requires certain conditions and a written agreement.

Directs the court to consider whether the companion animal was acquired prior to or during the marriage; the basic daily needs of the companion animal; the party who generally facilitates veterinary care for the companion animal; the party who generally provides the companion animal with social interaction; the party who generally ensures compliance with state and local regulations regarding the companion animal; and the party who provides the greater ability to financially support the companion animal.

This bill amends the state constitution to require the comptroller to review and approve all contracts made by state agencies before they become effective. The legislature will establish a minimum dollar value for these contracts, meaning agreements below that threshold would not need comptroller approval. Additionally, the bill grants the comptroller authority to audit state revenues and assign them oversight of local government accounts and real estate tax assessments. The governor retains the power to temporarily suspend this contract review requirement during declared disaster emergencies.

Relates to the right to recover attorneys' fees, costs, disbursements and expenses in actions or proceedings arising out of certain real property related instruments; expands provisions beyond mortgages.

Provides that arbitration awards in consumer and employment disputes, where the arbitration is conducted pursuant to a contract, shall include all issues in dispute and the arbitrator's findings of fact and conclusions of law.
