Enacts the "Social Worker Initiative for Faster Testing (SWIFT) act"; provides that with respect to the examination requirement for licensure as a master social worker, an applicant pursuing a master's of social work degree who is enrolled in the final semester of a program registered by the department of education or an educational program accredited or in candidacy for accreditation by the council on social work education shall be eligible to take the master's level examination.

Makes conforming changes reflecting the previously authorized scope of practice of nurse practitioners; adds nurse practitioners as persons who can authorize or make certain determinations authorized to be made or determined by physicians.

Extends provisions related to certified school psychologists and special education services and programs for preschool children with handicapping conditions until June 30, 2028.

Authorizes certain health care professionals licensed to practice in other jurisdictions to practice in this state in connection with an event sanctioned by the New York Road Runners.

Changes the definition of continuous supervision in relation to physical therapist assistants in both the home care setting and school setting by eliminating the joint visit requirement with the patient by the supervising licensed physical therapist and the licensed physical therapist assistant.
