MODERATE
This bill amends New York's General Obligations Law regarding security deposits for rent-stabilized apartments. The main changes clarify deposit limits, update language for gender neutrality, and adjust timing requirements for returning deposits.
Scope change
The bill applies to the same rent-stabilized and emergency tenant protection act-covered units as before, with no change in applicability scope.
REQUIREMENT

Changed the maximum security deposit limit from one month's rent plus accrued interest to just one month's rent, reducing the maximum amount landlords can collect.

Updated language to use gender-neutral terms (changed 'his' to 'his or its' and 'his or her' to 'his or its') throughout the statute.

TIMELINE

Removed the requirement for landlords to pay accrued interest when returning deposits, and kept the 14-day deadline for returning deposits unchanged.

DEFINITION

Added a new title to the section header for clarity and reorganized the structure of the liability provisions.
