MODERATE
The bill was amended to clarify that the program specifically targets diesel-powered vehicles by updating definitions and program language. The amendment adds a new requirement that eligible vehicles must have been registered in New York for at least three consecutive years before the replacement vehicle's model year, and must be part of a functioning fleet. These changes tighten eligibility criteria to ensure the program targets vehicles with a genuine environmental impact.
Scope change
The bill's scope was narrowed to explicitly focus on diesel-powered vehicles rather than all heavy- and medium-duty vehicles, and added specific registration and operational requirements for eligibility.
