Added a severability clause ensuring that if any part of the new section is found invalid, the remaining provisions of the act will still remain in effect.

Changed the bill title from 'right of action for deprivation of constitutional rights' to 'New York Civil Rights Act' and added multiple new sponsors to the introduction list.
