Clarifies the standard of care for animals held in or being transported by animal shelters; repealer

The definition of 'animal shelter' was updated to clarify that it includes public and non-profit entities but explicitly excludes personal residences, boarding kennels, pet dealers, and animal hospitals.

The required deposit fee for adopting a dog or cat was increased from $35 to $100.

New requirements were added mandating that animal shelters vaccinate all animals in their custody with core vaccines.

Transportation rules were updated to require dogs to exercise every six hours if under twelve weeks old, and to allow dogs and cats to be left unattended in vehicles only if remote temperature monitoring is provided.

The age requirement for dog licensing was changed to apply to any dog reaching four months of age.
