Prohibits utility service terminations in multiple dwellings

Changed the remedy for nonpayment from seeking a lien against the multiple dwelling to seeking the appointment of a receiver for rents and common charges.

Added the Long Island Power Authority to the list of entities prohibited from discontinuing utility service for nonpayment.

Added a requirement that notices must be in clear and understandable language and provided in any language required by the commission.

Senator Jackson was added as a co-sponsor of the bill.

The bill was formally recommitted to the Judiciary Committee for further action.

Minor formatting corrections were applied to the bill number and a technical edit changed 'chairman' to 'chairperson' for the county legislative body.
