Adds an additional two non-voting members to the metropolitan transportation authority board who represent the police force of such authority

Adds an additional two non-voting members to the metropolitan transportation authority board, one who is the police chief of the MTA police department and the other who is chosen by the labor organization representing the majority of employees of the police department of the authority.
