Creates a road salt reduction policies and applicator training program for use by state agencies and state contractors

Added a new requirement for the department to prepare and submit a report on the training program's findings and recommendations.

Added a new section requiring the department, every state agency, and every state contractor using road salt to use established training materials to train and inform employees by January 1, 2027.

Changed the commissioner's duty from creating a training program to establishing comprehensive road salt reduction policies and standards first, then designing the training program to meet those standards.

Updated the training curriculum to include teaching the science of road salt, alternatives, and pollution, and to reference the Adirondack Road Salt Task Force report.

Expanded the list of organizations the commissioner should consult when creating the program to include the Lake George Association and ADK Action.

Added a consideration to open the training program to all public applicators, not just state employees.
