Permits certain retail licensees to purchase wine and liquor from certain other retail licensees

Reduced the weekly purchase limit for wine and liquor between retail licensees from twelve bottles to six bottles in the aggregate.

Added requirement that both on-premises and off-premises retailers must retain purchase receipts for inspection, whereas previously only on-premises retailers were required to do so.

Added a second sponsor (Senator Harckham) and included committee reporting status to the bill header.
