Authorizes renewals to the court of appeals based on a subsequent change in law
This bill allows parties who disagree with a court of appeals decision in civil cases to request a reconsideration if new state law later contradicts that ruling. It creates a 90-day window after a new law's enactment (or the bill's effective date, whichever is later) to file a motion asking the court to change its prior decision based on the updated law. The court must then permit full arguments specifically focused on whether the new law requires reversing the original ruling, even if the legal issue was previously considered "unpreserved" by the court. This applies to civil cases where the original court decision hasn't yet become final or is still under review.
