Relates to referrals of certain annexation petitions

This bill requires county planning departments to review certain annexation petitions that involve water or sewer service requirements. It specifically applies to annexations where the annexing municipality would need county approval to provide water/sewer service in the new area, or where the area being annexed requires county service approval. Municipalities must now follow these county planning review steps before making a final decision on such annexations. The law takes immediate effect for pending annexation petitions not yet finalized.
