Requires that two electronic benefit transfer credit or debit cards be available to certain households receiving special supplemental nutrition program for women, infants and children (WIC) benefits

Expanded eligibility for a second WIC card from households with multiple parents/guardians to include additional household members who are parents, guardians, caretakers of the infant, or spouses/domestic partners/parents of the covered mother.

Added requirement that the department must be responsible for any additional expenses associated with providing extra electronic benefit transfer cards.

Added provision prohibiting the department from reducing availability or level of benefits when issuing additional electronic benefit transfer cards.
