Authorizes the town of Ithaca, county of Tompkins to discontinue as parklands and alienate certain lands

Added a new section requiring the town to dedicate replacement parkland before discontinuing and selling the original parkland.

Modified the dedication requirement to clarify that the town must dedicate lands described in the new section as parkland, provided the town has never used such lands for public open space or park purposes.

Added a new section requiring the town to dedicate additional parkland if the replacement dedication is not equal to or greater than the land being alienated.

Renumbered sections to accommodate the new dedication requirement, shifting the original dedication section to section four and adding new sections five through seven.
