Directs the secretary of state to prepare and distribute to cities, towns and villages criterion for a comprehensive outdoor lighting ordinance

Changed the title from 'Model comprehensive outdoor lighting ordinance' to 'Comprehensive outdoor lighting ordinance' and updated the purpose to specifically address glare hindering visual performance, energy waste, and sky glow.

Added new requirements for state agencies to use fully shielded fixtures for roadway, parking-lot, and pedestrian lighting exceeding 3,000 lumens.

Added an exception allowing aerial sports fields to use up to 8% uplight.

Added a requirement that the comprehensive outdoor lighting ordinance must comply with subdivision two of section 143 of the Public Buildings Law.

Added 17 new definitions including CCT (color temperature), direct light, facade lighting, fully shielded fixture, fixture lumens, glare, illuminance, lamp, light trespass, lumen, lux, fixture, ornamental roadway lighting, parking-lot lighting, permanent outdoor fixture, roadway lighting, sky glow, and state agency.
