Directs the office of parks, recreation and historic preservation to fund and conduct the empire state games on an annual basis

This bill directs New York's Office of Parks, Recreation and Historic Preservation to annually fund and organize the Empire State Games, which include summer/winter competitions for general participants, seniors, and athletes with disabilities. The office must secure funding through state appropriations, public-private partnerships, and nonprofit foundations, while selecting venues and providing necessary facilities. An advisory council of 16 members - appointed by state officials and representing geographic diversity - will advise on funding strategies, locations, and economic feasibility. The council must submit annual reports to the governor and legislative committees on these matters. The bill takes effect immediately upon enactment.
