Establishes city community improvement projects

This bill allows property owners in New York City to jointly petition the city for community improvement projects affecting shared infrastructure, such as driveways and sewer systems. To initiate a project, owners must collectively represent at least 51% of both the total assessed property value and the number of properties within the proposed area. The city council then reviews the proposal, including public hearings, before approving projects that fund improvements like driveway repairs, sewer retrofits, or enhanced sanitation and security services.
