Added a new registration pathway for for-profit colleges that have received approval to merge with a chartered New York state institution that maintained a physical presence in the state for the preceding ten-year period.

Removed the requirement that institutions must have been operated continuously by the same governing body during the immediately preceding ten-year period.

Reorganized the bill structure by adding a new subdivision (3.59(f)) before the existing subdivision 2, changing the numbering sequence of subsequent provisions.
