Enacts the Effective Enforcement of Civil Rights Act of 2025

This bill allows cities and counties to create their own local anti-discrimination laws that apply to discriminatory conduct occurring within their geographic boundaries, regardless of where the affected person lives. It defines "local human rights law" and establishes commissions to enforce these laws, giving them authority to handle complaints and investigate violations. These local laws are enforceable by anyone affected by discrimination within the jurisdiction (even non-residents), and by residents even if discrimination occurred elsewhere - provided it involves a state resident or business. The bill also requires local commissions to reflect community diversity in membership and outlines their duties to foster understanding and conduct educational programs.
