Simplified the definition of 'municipality' to include only cities, towns, villages, and municipal corporations that are not part of the state, explicitly removing school districts, colleges, universities, and special districts from the list of eligible entities.

Replaced the requirement for the county to file a self-certification with a new requirement for the county to hire an independent actuary approved by the state to verify that the health plan meets safety criteria before admitting new members.

Changed the oversight mechanism so that an actuary's certification creates a legal presumption of approval, but the state superintendent of financial services retains the power to reject the certification within one year if specific grounds are found.
