Establishes a right of first refusal in municipalities for state land to be sold at public auction

This bill modifies state law to give local governments the first opportunity to purchase unappropriated state land before it is sold to the public at auction. Depending on the land's location and intended use, municipalities may buy the property for a nominal fee of one dollar if it is for parks or recreation, or for the current appraised value if it is for other municipal purposes. The law establishes a specific order of priority for offers, starting with incorporated villages, then towns or cities, and finally counties, with each entity having a 90-day window to accept the offer. If a local government declines the offer or fails to act within the deadline, the Commissioner of General Services retains the right to withdraw the offer and proceed with selling the land to private buyers.
