A 10643 New York Assembly · 2025 Regular Session

Facilitates the marketing of any issue of serial bonds or notes of the city of Buffalo issued on or before a certain date

This bill allows the City of Buffalo to privately market certain serial bonds or notes issued on or before June 30, 2027, under specific conditions. It permits the city to negotiate private sales or underwriting agreements where compensation can be structured through negotiated fees or by selling bonds at a discount to their face value plus accrued interest. The bill requires state comptroller approval for the terms and conditions of these sales and classifies the associated costs as preliminary expenses under state finance law. This measure applies specifically to the City of Buffalo and modifies existing local finance regulations to provide more flexibility in how the city can sell its debt instruments.
