Relates to materially deceptive media in political communications
This bill requires anyone distributing political communications that use materially deceptive media to clearly disclose that the content has been manipulated. For visual media, the disclosure must be printed in a legible font no smaller than the surrounding text, while audio communications must include spoken warnings at the beginning, end, and regular intervals. The law exempts satire, parody, bona fide news reporting that acknowledges authenticity questions, and paid broadcasts that already provide consistent disclaimers to their advertisers. Candidates whose likeness appears in such deceptive media without consent can seek court orders to stop its distribution and recover legal fees, with courts required to expedite these cases before an election. The measure also includes a provision stating that entities are not required to edit or label content if doing so would violate federal law.
