Establishes uniform waiting list priorities for domestic violence survivors applying for public housing

This bill requires local public housing authorities to give domestic violence survivors the same priority on waiting lists as other vulnerable groups, such as the disabled, elderly, and homeless. To qualify for this priority, a survivor must either still be living in a home where violence continues or have left their home due to violence and not yet moved into standard permanent replacement housing. Once a survivor qualifies, the bill mandates that if multiple applicants share the same priority status, they will be selected strictly based on the date and time their applications were received. The law applies immediately to any housing authority as soon as a new person is added to their waiting list.
