Additionally, the bill requires that any loans made to candidates or committees by individuals or groups must be repaid by the date of the primary, special, or general election, or they will be treated as direct contributions. Public utilities are also restricted from using revenues earned from providing public services within the state for political contributions unless those costs are charged to shareholders. These rules apply to all nominations and elections but do not affect independent expenditure committees or non-candidate spending.
