S 3271 New York Senate · 2023 Regular Session

Prohibits disclosure of highway, bridge, tunnel and other thoroughfare toll and transit records, with exceptions

This bill prohibits government agencies and their contractors from sharing personal records related to electronic toll and transit payments, such as E-Z Pass or MetroCard data. It establishes that these records are confidential and cannot be released to the public or used in legal proceedings unless specific exceptions apply. The only allowed disclosures are for the account holder's own use, to collect unpaid tolls or resolve billing disputes, for internal police investigations, or when a judge issues a warrant or subpoena for serious criminal offenses. Additionally, the bill permits the New York City Board of Education to request specific student discount card information for educational purposes.
