Repeals a provision of the social services law excluding schools for children under three

Repeals a provision excluding kindergartens, pre-kindergartens, or nursery schools for children three years of age or older, or after-school programs for children operated by a public school district or by a private school or academy which is providing elementary or secondary education or both from the definition of child day care.
