This bill, known as the "area speed limits act," allows local governments in cities, villages, and specific towns to set lower speed limits on private roads and local highways, provided the Department of Transportation has not already established a different limit. To ensure safety, the law requires that any new speed limit be based on engineering standards from the National Association of City Transportation Officials or state traffic control manuals certified by a professional engineer. While the minimum speed limit is generally 25 miles per hour, the bill permits exceptions of 15 miles per hour for school zones, city parks, and specific residential areas in Long Beach, Hempstead, and other designated locations. Local authorities must also follow these engineering guidelines when creating or adjusting speed limits within their jurisdictions.
