Establishes the city of New York education fund

This bill creates a special fund called the City of New York Education Fund to support local education programs. The fund will be financed by adding a one percent surcharge to real property taxes on all properties within the city. Money collected in this fund must be kept separate from other city funds and used alongside the regular city budget to pay for educational initiatives. The law would take effect on April 1st of the year following its approval.
