Provides for the certification and regulation of pet groomers and pet grooming facilities; establishes standards of care, training and testing; requires applicant be at least sixteen years of age and have completed at least the tenth grade; provides current practitioners may continue but must be certified within one year from effective date of legislation; requires yearly inspections of pet grooming facilities.
