Workers' compensation employer fees increased from $2.30 to $2.55 in 2025, then to $2.68 in 2028, and $2.80 in 2033, with corresponding employee fee increases from $2.00 to $2.25, $2.38, and $2.50 respectively.

Telecommunications relay service surcharge increased from 33.166% to 34.166% on intrastate telecommunications services, VoIP, and mobile services.

Created a new 988 Lifeline Fund in the state treasury to receive 80% of telecommunications relay service surcharge revenue, up from the previous allocation to the telecommunications access fund.

Changed telecommunications access fund expenditure approval from 'not more than ten percent' to 'up to one hundred percent' for commission expenses in administering the Telecommunications Access Act.

Established that the 988 Lifeline Fund is a nonreverting fund administered by the health care authority for confidential emotional, mental health, and substance abuse support services.

Set the effective date for all fee and surcharge changes to July 1, 2025.
