INSTRUCTIONAL DAYS IN SCHOOL YEAR

Clarified that local school boards and charter school governing bodies determine the total number of instructional days per year and the number of instructional days per week, rather than having these set by state law.

Added definition of what counts as an instructional hour, including school programs, enrichment programs, technical knowledge content, social/emotional interventions, and breakfast after the bell programs.

Allowed up to 60 instructional hours per year for elementary grades and 30 hours for middle/high school to be used for professional work hours embedded during the normal school day.

Added authority for the secretary to waive minimum length of school days in districts where minimums would create undue hardships, provided students still receive the same total instructional time as other students in the state.

Added that every general election and regular local election shall be a school holiday for students and staff at each public school in the state.
