Renamed the 'Juvenile Community Corrections Grant Fund' to 'Juvenile Community Connections Grant Fund' and clarified its purpose to support services for adjudicated delinquents, children, or youth.

Modified procedures for handling children who abscond from supervised release, allowing warrants to toll the supervised release period and adding time from arrest to quashing to the release term.
