The studies must include detailed financial projections, such as a 30- or 35-year funding plan that allows the reserve fund balance to reach zero at the end of the period, and they must be reviewed by licensed engineers, architects, or credentialed specialists. Additionally, the bill exempts associations with less than $25,000 in total common area capital assets from these requirements.

This bill creates a new certification program for zoning officers and land use board administrators in New Jersey to standardize qualifications for these local government roles. Under the proposed law, individuals must hold a state-issued certificate to be appointed or continue working in these positions, with a transition period allowing current employees to obtain certification within two years of the law's effective date. To qualify, applicants must meet age and education requirements, including at least two years of college coursework or equivalent experience, and successfully complete a planning and zoning course developed with input from various municipal and planning organizations. This bill creates a statewide database to track real-time availability of shelter beds for homeless individuals across New Jersey. Homeless shelters (excluding those for domestic violence victims) must update their bed availability in the Homeless Management Information System within one hour of changes. Shelter operators must share this data to remain eligible for state funding from the Departments of Community Affairs and Human Services. The system aims to help shelter staff and referral providers quickly locate available beds in nearby facilities, improving access to emergency housing.
