This bill prohibits New Jersey financial institutions (including banks, credit unions, and money transmitters) from penalizing customers for exercising constitutionally protected speech, such as fining them for expressing protected views or using services to share such speech. It bans institutions from including such restrictions in contracts or policies and requires the Commissioner of Banking and Insurance to enforce compliance. Violations could result in civil penalties up to $10,000 per violation or $50,000 for willful violations. The law applies immediately to all financial institutions operating under New Jersey law.
